Dexter “Dizzy” Bland is a Delaware community advocate, businessman, and independent voice for working people. He is running for State Representative in District 3 because he believes government should serve the people directly — not party machines, insiders, or special interests.
Rooted in lived experience and community connection, Dexter brings a people-first approach to public service. He believes leadership means being present, listening to residents, and turning real neighborhood concerns into real policy action. His campaign is focused on restoring trust, improving quality of life, and making sure District 3 families are seen, heard, and fought for.
As a business owner, he has created opportunities by hiring directly from the community, keeping resources and income circulating locally.
He is also an experienced event organizer, bringing people together through community-driven events that build unity, visibility, and engagement.
A proud Wilmingtonian, Howard High School & Public Allies alum, Dexter has developed leadership skills grounded in service, collaboration, and social impact. His experience includes hands-on outreach, connecting residents to resources, and working alongside organizations focused on improving everyday conditions for families in Wilmington and beyond.
Rather than leading from a distance, Dexter’s approach has always been direct and people-centered — showing up, building relationships, and taking action where it matters most.
Every child deserves a safe learning environment, quality education, supportive teachers, and the resources needed to succeed. We must prioritize student safety, academic excellence, and accountability within our schools.
Democracy works best when everyone has a voice. I support expanding voter access, protecting voting rights, restoring eligible citizens’ participation in our democracy, and making government more accessible to the people.
Families are feeling the pressure of rising costs. I will advocate for practical solutions that help lower the cost of housing, energy, food, and everyday living while supporting local businesses and good-paying jobs.
Residents deserve safe roads, reliable infrastructure, and neighborhoods that are cared for. We must invest in repairing streets, improving public spaces, and addressing long-neglected community concerns.
Government should work for the people—not the other way around. I believe in visible, accessible leadership that listens, communicates, and creates direct pathways for residents to be heard and involved in decision-making.
